Eligibility

 

To be eligible to buy a discounted home, you need to meet criteria relating to your local connection and how much you earn. DMS at Deacon Meadows is not limited to first time buyers and the decision on eligibility rests with the council.

1. There must be a connection to the district (Rutland) which can be satisfied by any of the following scenarios (in brief):

            - Lived in the district for 6 months in the last 12 months, or 3 years out of the last 5 years

            - They or a member of their household are employed in the district on a permanent basis for the last 12 months

            - Direct family member lives in the district for at least 5 years

            - Member of the armed forces

            - Certain homeless people

 

2.     Cash buyers will be eligible so long as they satisfy the income limit of no more than £80,000 per annum (gross per household including adult children) where applicable.

 

3. The scheme is not restricted to first time buyers.

 

4. Key workers will be considered on a case-by-case basis.

 

5. Renting out the home, generally,  will not be permitted; however, this may be considered on a case-by-case basis.

 

6. The homes are not normally available to down sizers because they generally won’t be in need of affordable housing.

In the future, if the purchasers choose to sell the home, they will be required to obtain an independent Red Book valuation (at their expense) and submit this to the council for approval prior to marketing at 20% discounted market rate.

 

Through Discount Market Sale, the purchaser/s own 100% of the home.

The Process

Any interested person can speak to the Sales Advisor at Deacon Meadows and ask for help in starting an application for a Discount Market Sale property

Application forms and evidence are provided to the Avant Homes team by the customer and a copy is emailed to Rutland County Council or sent by the customer directly.  

Rutland County Council will check all information provided, and if there is a problem with anything then they will contact the Avant Homes team so that we can liaise with the customer and are aware of the problem as the developer.  

Most applications are assessed and replied to within 3 working days; however, if there is a large influx of applications this may be longer.  

A letter to confirm the customer is eligible is sent to Avant Homes. The Sales Advisor will share the outcome with the customer and if the customer has been in contact directly with the council, then they will be copied into the response too.
